Speaking exclusively to Football Insider, the ex-Fifa and Premier League referee suggested the PGMOL should contact Walsh to officiate in England after his performance at Celtic Park.
Jota sprung a counter-attack for Celtic that saw Kyogo Furuhashi fouled as he ran to join the attack.
The referee played advantage before then playing another advantage as Jota was fouled on the ball.
The ball eventually found its way back to Kyogo who played a neat one-two with Jota before being fouled just inside the penalty area.
Josip Juranovic scored from the spot to wrap up the three points for the hosts.
“This was brilliant,” Hackett said after analysing the footage with Football Insider‘s Connor Whitley.
“Often you can play advantage and it doesn’t come off. To apply two advantages and to keep the game running, it was pretty good officiating.
“This is a referee that is moving well around the field of play, he’s confident, he’s managing players very effectively. At the core of it all is he’s making accurate decisions.
“He’s got a great understanding of the game, he’s got a great understanding of the players, referees of that quality need to be encouraged. Well done him.
“If I was the boss of the PGMOL now I’d say ‘Fancy a couple of games in England?’
“Praise the decision. Look at his proximity to play, well done him.
“What we have to understand is the line is the penalty box, so I’m giving it. Look at his position! That’s a better position than VAR in England.
“He’s a really good referee, I’ll keep an eye on him.”
